There's a disconnect between the end state, which is strategy, you're defining where you want to be at the end of something, like a war, and the ways and means that you get there. We have seen multiple times in the last six months where different members of the administration have pointed to a different objective in this war, the president being one of them. I mean, he changes his mind every week in terms of what he's trying to achieve.”
