‘They have very close ties’

BROWN: "Yeah. So, just as I said that Cuba's primary foreign policy adversary is the United States, China, they also consider the United States a foreign policy adversary, and they do many things to encircle the United States and turn former friends into neutrals and then perhaps into adversaries, and they've certainly done that with Cuba. The technical intelligence collection capabilities are almost certainly both physically supported by China, and then the information extracted from those facilities is sent to China. And so, if the United States can push Chinese influence out of an island nation literally on our doorstep, just a few miles across the Florida straits, that would be another net positive for the United States."
