KABC: Feds Arrest 3 in L.A. For Identity Theft; The Accused Paid Addicts on Skid Row to Vote in Elections on Behalf of People Found on Voters Rolls

EXCERPT:

HASKELL (voice-over): "47-year-old Victorville resident James Brass, who also goes by Lord, charged with conspiracy to commit identity fraud after he allegedly coordinated a team of signature collectors who, using L.A.'s homeless population on Skid Row, gathered forged signatures to help get propositions on the ballot."

ESSAYLI: "They’re preying on the homeless population there. Obviously, you have a very vulnerable group there and they’re willing to do basically anything for few bucks, and so he’s using them to commit fraud and he’s praying on them, and he knows it’s hard for investigators to go into Skid Row and conduct these interviews."
