Dem Rep. Casar: We Should Treat AI as We Treat Biochemical and Nuclear Weapons

CASAR: "Just like in the Cold War, we needed to prevent the proliferation and development of nuclear weapons. We put in place rules against terrorists or individuals or corporations developing nuclear arms here. We then engaged in aggressive diplomacy with allies and adversaries to say, 'You don’t want something being developed that could kill huge numbers of people either.' And we also implement in our bill export controls to make sure that we do not allow hardware technology knowledge that could develop superintelligence to leave our borders. So we take it very seriously. In our nuclear regulations today in the United States, we say that it is the corporate death penalty, that is shutting down a corporation if they try to develop a nuclear weapon, and up to 20 years in prison for individuals involved. And so, our legislation is directly modeled after that legislation. You have Dario Amodei, Sam Altman on the record saying this could be as dangerous as pandemics, biochemical weapons and nuclear weapons. We should treat this the same. I appreciate CNBC, you guys reported on hundreds of scientists, the top Nobel laureates in the field, two out of three of the 'godfathers of AI' saying that we need this kind of regulation, a pause on the most serious frontier AI development and regulations to stop these grave threats."
