Dem Rep. Casar: We Should Ban Artificial Superintelligence and Pursue International Agreements as We Did During the Cold War

CASAR: "I am very concerned that as we have breaking news, it seems like almost every few days, more news about AI companies admitting that their models have escaped human control or defied human orders, that Congress and the president have essentially done nothing to put some guardrails on this very powerful technology. And so, Senator Sanders and I have introduced a simple proposal. We should, one, ban artificial superintelligence, which is AI that gets so powerful, it goes beyond human capabilities to control it or turn it off, to set up a federal agency to monitor this kind of powerful technology at every stage in its development; and three, pursue international agreements to make sure that we do not have dangerous superintelligence that could severely hurt, gravely hurt our freedoms or our lives all around the world. We should work together with countries, just as we did during the Cold War era to have nuclear nonproliferation, make sure we have nonproliferation of artificial superintelligence."
