RIVERA: “So, now some families are taking aim at Virginia state laws and Fairfax County officials. Abdulloi Toshpulodzoda was accused of killing his landlord in 2019, but per court documents, in October 2022, he pled not guilty by reason of insanity. He was committed to the Northern Virginia Mental Health Institute. In June, a court reaffirmed Toshpulodzoda should not be released from custody. A Virginia law, though, allows mental health institutions to give people who are committed permission to leave the hospital grounds for visits lasting no more than 48 hours. On July 6th, officials say Toshpulodzoda used one of those passes to head to Dulles Airport, where he took a flight to head to his native country of Tajikistan.”
