If you can have peer-to-peer transfers of money, you can commit fraud, you can evade taxes, you can fund terrorist organizations, you can fund people who are engaged in trafficking of human beings. You're doing it peer-to-peer. Well, that’s what they are doing and they want to continue to do this.
