Dem Rep. Cuellar: There’s Got To Be a Better Way of Handling Illegal Immigrants with No Criminal Record and Without Paperwork

CUELLAR: “It lowers what I call a curtain of fear, where in South Texas, people fear stepping out, not knowing that they're going to be picked up. They're going to school, they're going to work, they're going to church, and they're going to be picked up. So there's a curtain of fear that has been lowered. And I think the only fear that should be out there are the criminals, where ICE is going to go after, law enforcement is going to go after, but people that don't have the criminal record. And in the process of doing paperwork, there's got to be a better way of handling that.”
