ALLEN: "Well, that makes two of us confused. I listened to it, doesn't make sense to me. There's no privacy issue with telling us how many people are being monitored. So, my guess is they're trying to do it to minimize concern. But it actually has the opposite effect. When you don't tell people this, it feels like you're hiding something and it makes people a little more alarmed, I think. So, I think the right way to handle it, they should have been a matter of fact and just told us how many people are being monitored. There's no privacy issue."
