EXCERPT:

MURPHY: “We swore an oath when we became U.S. senators and congressmen that we would uphold the Constitution and that we would, in turn, refuse to fund a government that was deliberately acting illegally. So, I cannot vote to fund the Department of Homeland Security when they are murdering American citizens with impunity. I cannot fund the Department of Homeland Security when they are disappearing American residents off the streets. I’m sorry that that means that, for the time being, the Department of Homeland Security doesn’t have funding, but this is an obligation that the president has to behave legally. And all we’re asking is for the president to run the department in a manner that complies with the Constitution and the law. The minute he does that, we will fund the department. But we would be — we would be violating our oath of office to fund that department as it is operating today."
