TURLEY: "Yeah I loved his opinion.  I loved the dissent.  I thought they were terrific.  Thomas is of course at his best  when he martials history, it is  where he feels most  comfortable.  and this is really a tour de  force.  and where he makes that  historical case.  I honestly do believe that the  majority had solid reasons for  what they did.  they believed that they were  reinforcing a core power of  Congress as power over the  purse.  they were worried about the  ambiguous language and this  sort of slippery slope that  could occur.  but at the end of the day, I  think the president is going to  come out of this.  largely in tact.  and he’s going to be able to  pursue these policies."
