BARR: "Know itno it is not a violati international law. What we are dealing with here is activity by a foreign entity. In this case a government we don’t recognize a criminal organization. They are involved in some things that are clearly a violation of our glossaries violations. Direct national security threat to the United States. They are engaged in conspiracies against the United States. We are talking about Hezbollah and Iran there working with that is a compound the problem. Law enforcement, national security. And wewe have two sets of powers we go and enforce our laws under the law enforcement powers must have or defensive powers going to use force to defend the interests of the United States. The claim this violates international law or largely rests on the argument this is a violation of the UN charter which was adopted in 1945. The restriction is a view of that chartered saying that prohibits the use of any force. Unless it is meeting and armed attack whether you are under armed attack, that’s the only time you can use force. the United States has never accepted that interpretation of it. the United States and believes and this is the right interpretation, that you can use of force. You can defend yourself against any serious threat to your country. Also you could use it to protect the vital interest and safety of the American people. That’s clearly justified by the magnitude of drug activity."
