‘Europe has not been negotiating in good faith’

CARNEY: "The EU is a protectionist club. It has free trade within the EU but everybody else faces an almost complex web of nontariff barriers and tariffs. What he wants them to do is figure out why and how they keep out U.S. products and start letting them in. Europe has not been negotiating in good faith. They didn’t when Donald Trump was president in his first term and they’re not doing it now. He’s saying — part of it is a structural problem. There’s so many different countries in Europe. To get them on the same page, negotiating in the same way is very difficult. So he’s saying to them, get your act together. If you don’t get your act together, if you don’t come to us, you’re all going to face a 50% tariff. Stop messing around with each other. Come here, give us a good deal and the tariff will come down. If you can’t do that, by the way, if you’re a European manufacturer and your country can’t get its act together, the second solution is build your plant in the U.S. You don’t have to export from Europe. You can just build it here in the U.S. and you’ll avoid all of those tariffs."
