WHITLOCK: "I think that’s exactly right. I do think that’s such an important framing. It's not so much that foreign aid is bad. It's that foreign aid should serve to uplift countries that need it and restore peace in the world. It shouldn’t be about exporting a social agenda. That’s so much of what we have seen of the expenditures from USAID. One of the most troubling expenditures from USAID has been things like fundamental support to Hamas and what the inspector general from Afghanistan raised about essentially American tax dollars helping reconstitute the Taliban in Afghanistan."
