JAYAPAL: "I am just incredibly frustrated and disappointed that it muddies the water again by essentially punting the question. It says we didn’t get the information we needed even though it says there are a number of instances in which it is likely that Israel did violate international humanitarian law, so I don’t understand why, well I do understand, but I see that we are not utilizing the tools that we have, and we are not being clear. We are muddying the water consistently, we are sending very mixed messages to Israel, and I think the president made the right call on Rafah and on halting that shipment of bombs."
