And the threats that are streaming across both our southwest border and northern border are numerous. As far as encounters go, the vetting is only as good as the systems that we are vetting against and the truth is, many of the countries of origin where these illegal migrants are coming from just don't have reliable systems in place. Which means this, if somebody has not previously come to the attention of the United States, we are not going to be able to do the due diligence on their backgrounds."
