ALEX WAGNER, MSNBC HOST: When we talk about structures, I think one of the stories about Baltimore that's distressing to some folks is the fact that there is so much black leadership in Baltimore. And even with that, which is a system I think a lot of folks think we need to improve generally is minority participation in government, even with a black police commissioner, a black mayor, a State's Attorney who is black, a police force that is evenly divided between black officers and white officers. Even with that, the institution seems to have failed a lot of young men of color in the city of Baltimore. So what do you say to that?
