CLINTON: "We got more inspections, they didn't do everything they promised to do, so now we've got the United Nations to make a very strong statement that they have to do it. If they don't do it, we'll continue to go forward. But this is a very delicate thing. It's easy to talk about and difficult to do. North Korea and South Korea are right there together, their armies are facing each other, Seoul is a very big city on the border of North Korea and we have to work closely with the South Koreans and others and we're going to be very, very firm about it. But if I say we're going to do something, we're going to do it and not going to threaten something that we're not prepared to do. I think what we should do is say less and do more in international politics."
