HARF: “Well, I haven’t heard from anyone in the Intelligence community or the Homeland Security community that in this case there is a specific threat driving the new policy. There was one in 2011. We tightened our procedures because of it. This seems to be a much broader across the board, you know, let’s lump all these countries together. But if we look at the actual threat, who has killed Americans in terrorist attacks? It's not refugees, not Syrians, it is people from countries not on the list, quite frankly, which is perplexing. "
