Paul Ryan: Obama ‘Doesn’t Have a Syria Strategy’

‘So if this now means that the president’s come up with a comprehensive strategy for Syria, let’s hear what it is’

TODD: “The president is announcing a new-- perhaps having more boots on the ground in Syria or at least acknowledging now publicly that we have boots on the ground in Syria.  Various members of Congress would like to weigh in, would like to have a authorization of sorts for what the president is doing.  But leadership in Congress has been afraid of allowing that debate to happen.  Where are you on this?”

RYAN: “Well, look, if this means that the president now has a Syria strategy, good.  I want to see what it is.  He doesn't have a Syria strategy.  He has not had a Syria strategy.  That's part of our complaint.  So if this now means that the president's come up with a comprehensive strategy for Syria, let's hear what it is.”

TODD: “But if boots are on the ground in Syria, shouldn't Congress weigh in on this?”

RYAN: “Let's see exactly what it is that he's proposing and then make judgments.”

TODD: “So you think he's authorized to do this without congressional –“

RYAN: “I want to see what exactly it is he's proposing before rendering judgment.”
