PETERS: "For 25 years, the United States has talked and done nothing. And so from Kim Jong-un's perspective, China may be disgruntled with him, and Beijing is a bit, but they’re not going to bring down that regime. China will ultimately back him. He also now has Vladimir Putin backing him much more aggressively than he was before, undercutting the sanctions regime by enormous smuggling operations from the Russian far east. And then you get to the United States. When we do respond to a North Korean action, we fly a couple of aircraft over South Korea. That does not impress Kim Jong-un. I'll tell you, Stuart, I really think that the key factor in the last decade — for dictators like Kim Jong-un — was back when Obama and Kerry thanked the Iranians for taking our people hostage. That sent a signal around the world that the U.S. is tired, we won’t fight. And that’s very dangerous."
