Mayor Johnson: We Will Make Chicago the First City in the Country to Hold ICE and Border Patrol Officers Accountable for Criminal Misconduct

Johnson pieces of material ░░░░░░░░ the city By the ░░░░░░░░ Tom Homan came to ░░░░░░░░ he complained that Chicagoans ░░░░░░░░ and I quote too ░░░░░░░░ educated on their rights ░░░░░░░░ ICE to be effective ░░░░░░░░ happen to believe that ░░░░░░░░ the United States of ░░░░░░░░ there is no such ░░░░░░░░ as being too well ░░░░░░░░ on your own rights ░░░░░░░░ our Constitution but we ░░░░░░░░ t just rely on ░░░░░░░░ knowing their rights We ░░░░░░░░ had to take concrete ░░░░░░░░ to protect people This ░░░░░░░░ has focused us to ░░░░░░░░ at executive authority in ░░░░░░░░ new way As mayor ░░░░░░░░ have the ability to ░░░░░░░░ our executive authority to ░░░░░░░░ people but we only ░░░░░░░░ do that if we ░░░░░░░░ actually willing to exercise ░░░░░░░░ And in my case ░░░░░░░░ ve been more than ░░░░░░░░ And so to that ░░░░░░░░ working closely with other ░░░░░░░░ and organizations like the ░░░░░░░░ Rights Project and others ░░░░░░░░ put forth a series ░░░░░░░░ executive orders to address ░░░░░░░░ of the key areas ░░░░░░░░ tremendous concern Our first ░░░░░░░░ order under the Protecting ░░░░░░░░ banner was put forward ░░░░░░░░ June of last year ░░░░░░░░ out clear parameters and ░░░░░░░░ for city departments in ░░░░░░░░ event a National Guard ░░░░░░░░ federal agency deployment would ░░░░░░░░ in Chicago And that ░░░░░░░░ important because chaos and ░░░░░░░░ within city government can ░░░░░░░░ more frustrating for residents ░░░░░░░░ the external forces themselves ░░░░░░░░ needed to ensure that ░░░░░░░░ department was on the ░░░░░░░░ page and that they ░░░░░░░░ what they can and ░░░░░░░░ do and how they ░░░░░░░░ respond in the event ░░░░░░░░ a federal deployment into ░░░░░░░░ city which ended up ░░░░░░░░ to fruition a few ░░░░░░░░ a few months later ░░░░░░░░ followed that with a ░░░░░░░░ to protest This right ░░░░░░░░ protest order that set ░░░░░░░░ guidelines for how our ░░░░░░░░ law enforcement would handle ░░░░░░░░ because we did not ░░░░░░░░ to see anything that ░░░░░░░░ end up being used ░░░░░░░░ a pretext to send ░░░░░░░░ more federal troops to ░░░░░░░░ We set out clear ░░░░░░░░ building off the successful ░░░░░░░░ that our police department ░░░░░░░░ established there in the ░░░░░░░░ National Convention to ensure ░░░░░░░░ Chicagoans could exercise their ░░░░░░░░ Amendment rights without giving ░░░░░░░░ Trump Administration any excuse ░░░░░░░░ escalate In August we ░░░░░░░░ our most sweeping executive ░░░░░░░░ This executive order established ░░░░░░░░ we call ICE Free ░░░░░░░░ essentially prohibiting ICE and ░░░░░░░░ Patrol from staging on ░░░░░░░░ properties and entering city ░░░░░░░░ without a judicial warrant ░░░░░░░░ had not been done ░░░░░░░░ in the country so ░░░░░░░░ had to work closely ░░░░░░░░ our law department our ░░░░░░░░ department and outside advisors ░░░░░░░░ ultimately build out the ░░░░░░░░ to produce and distribute ░░░░░░░░ Free Zone signage and ░░░░░░░░ measures We partnered with ░░░░░░░░ organizations local elected leaders ░░░░░░░░ response networks and informal ░░░░░░░░ groups to distribute signs ░░░░░░░░ materials It became important ░░░░░░░░ as a practical matter ░░░░░░░░ that we didn t ░░░░░░░░ ICE setting up raids ░░░░░░░░ our elementary school parking ░░░░░░░░ but it also served ░░░░░░░░ a powerful symbol This ░░░░░░░░ to the people of ░░░░░░░░ to send a clear ░░░░░░░░ that our city rejects ░░░░░░░░ administration s entire approach ░░░░░░░░ immigration enforcement and deportations ░░░░░░░░ now those same signs ░░░░░░░░ formed part of the ░░░░░░░░ of the lawsuit that ░░░░░░░░ put forth with the ░░░░░░░░ general that I just ░░░░░░░░ And since then we ░░░░░░░░ seen Ice Free Zone ░░░░░░░░ in municipalities across the ░░░░░░░░ like Portland and Providence ░░░░░░░░ other counties including Los ░░░░░░░░ County We ve seen ░░░░░░░░ in New Orleans demand ░░░░░░░░ Free Zones in their ░░░░░░░░ city and it s ░░░░░░░░ adopted throughout our state ░░░░░░░░ now in the wake ░░░░░░░░ the killings in Minneapolis ░░░░░░░░ well as the multiple ░░░░░░░░ of violence we saw ░░░░░░░░ Chicago by immigrant agents ░░░░░░░░ m sorry immigration agents ░░░░░░░░ are looking at even ░░░░░░░░ enforcement measures that we ░░░░░░░░ not previously considered Chicagoans ░░░░░░░░ asking us to do ░░░░░░░░ in this moment and ░░░░░░░░ is certainly our aim ░░░░░░░░ meet their expectations We ░░░░░░░░ working on additional measures ░░░░░░░░ we believe will make ░░░░░░░░ the first city in ░░░░░░░░ country to be able ░░░░░░░░ effectively hold ICE and ░░░░░░░░ Patrol officers accountable for ░░░░░░░░ misconduct This is not ░░░░░░░░ politics this is about ░░░░░░░░ fundamental idea that in ░░░░░░░░ country nobody is above ░░░░░░░░ law There s no ░░░░░░░░ thing as absolute immunity ░░░░░░░░ America If you commit ░░░░░░░░ crime you should be ░░░░░░░░ like anyone else regardless ░░░░░░░░ the badge on your ░░░░░░░░ or the mask that ░░░░░░░░ on your face We ░░░░░░░░ have more to say ░░░░░░░░ that in the coming ░░░░░░░░ and I will be ░░░░░░░░ the next couple of ░░░░░░░░ here in D C ░░░░░░░░ with my fellow mayors ░░░░░░░░ learning from them as ░░░░░░░░ move forward together There ░░░░░░░░ a lot more of ░░░░░░░░ that I could say ░░░░░░░░ this moment that Chicago ░░░░░░░░ experiencing and what this ░░░░░░░░ is experiencing and what ░░░░░░░░ are ultimately trying to ░░░░░░░░ but I do want
