COTTON: "Well, this behavior by Marines and likely when the investigation expands by troops from the other services is extremely disappointing. You don’t need to have the law read to you. Don’t need a regulation or policy stated to you as a young man or woman in our armed services to know that this kind of behavior is unacceptable.
