First and foremost, remember that the core of this, this division of ice, there are two divisions at ice that are law enforcement, homeland security investigations, which are special agents investigating traditional federal criminal offenses. Then there’s enforcement, immigration or excuse me, enforcement and removal operations, ice zero. That is the unit where almost all of these shootings have occurred. Historically, the vast majority of those arrests have been both individuals already in someone else’s custody. So they’re picking up people in jails and prisons, or picking up people who are in Border Patrol custody down at the border.”
