Fox 45: Baltimore Nonprofit Raided by FBI Claims $427,000 in Salaries/Wages, Reports No Employees

PAPST (voice-over): "City schools told Project Baltimore in a statement that it is in the process of terminating its contractual agreements with KEYS development. Meanwhile, the FBI has not disclosed the focus of this investigation into KEYS Empowers or Muhammad, but the nonprofit's IRS filings do race red flags. In 2024, KEYS reported more than $2M in revenue with about $427,000 being paid out in salaries and wages, but the nonprofit reports having no employees. Muhammad as the executive director is the only name that appears on the IRS filings. There are no other officers, directors, trustees or key employees listed. KEYS Empowers reported more than $79,000 in travel expenses in 2024 and more than $242,000 in conferences, conventions and meetings. And remember, there are no employees listed on the federal filings. But KEYS has received public money. According to this 2022 press release from Mayor Brandon Scott’s office, KEYS empowers received $1M in federal COVID money from the American Rescue Plan Act or ARPA."
