FINLEY: "Right. There are some concerns are it’s a little murky because as Kyle pointed out they have not released guidelines on whether these scholarships or states can restrict what the scholarship organizations can spend money on. Vermont has attempted to restrict public school students effectively limiting it to afterschool programs or extracurricular activities. So many states are a little reluctant to join the program if the Trump treasury released his guidance that allows or requires states to allow scholarship organizations to give it to private schools or students to use at private schools. I think out one other really important point that is overlooked as many blue states are losing families and students to read states because those red states have scholarship programs on their own."
