HILTON: "Three-point plan, number one, enforce the law. It is illegal to live on the streets. All those homeless encampments that you see, not just skidrow, I’m on the road in California all the time, it’s across the state. Every major city, every big town. You remove the homeless encampments, it’s legally to camp on the streets. Number two, get people into drug treatment. Get them off the streets and off drugs and it cannot be a choice, it has to be mandatory. Number three, around 80% of people who are homeless have either severe drug addiction or severe mental health problems. You’ve got to spend the money for mental health treatment to get them back on track."
