CHIARELLI: "I did a lot of work in post-traumatic stress. Those are things near to his heart. I don’t believe that was the reason. I think it goes back to an incident when I was in Iraq in 2006. When I took action against a commander that at that time the secretary of defense served with when he was a platoon leader for violating the rules of engagement, something that I think are very, very important. And we know from the secretary’s comments the general officers, he wants to change our adherence to rules of engagement."
