SCHIFF: "You probably saw that the president has blown another ship out of the water, again claiming that these were narco terrorists and somehow that he has the authority to do this. He does not. I’m drafting a war powers resolution to put a stop to these extrajudicial killings, but also to reassert Congress’s power. It is our power to declare war or authorize the use of force or to refuse to do so, and these lawless killings are just putting us at risk because it means that other countries now may decide to blow an American ship out of the water and claim that it was engaged in drug trafficking. You could imagine what our response to that would be. I don’t want to see us get into some war with Venezuela because the president is just blowing ships willy-nilly out of the water.”
