TODD: "Oh, it has happened before. It doesn‘t tend to happen in August. It doesn‘t tend to happen in the summer."

PHILLIP: "Well, I think that's a completely arbitrary."

TODD: "No, it‘s not. The heat — "

AIDALA: "It‘s not."

TODD: "Everyone knows summer is a high crimes — high crime time."

PHILLIP: "Hold on a second. I just think it is pretty arbitrary to just say, well, in August — "

TODD: "Because CNN‘s own reporting -- okay, let‘s go. Let‘s go to more stats. CNN‘s — "

PHILLIP: "Okay. It happened earlier this year. So it's not unprecedented — "

TODD: "CNN‘s own reporting says crime is down 19% from the weeks before."

PHILLIP: "I didn‘t say that it wasn‘t down."

TODD: "So is it working? Is it helping?"

CROSS: "No, it is not working!"

TODD: "The police say it helps."
