FARKAS: "You can say that you’re taking out the nuclear program because Iraq is on the verge of breaking out, or you probably need to make a case that we are an imminent — we’re looking at an imminent change somehow, or the window of opportunity argument. But he can still tie it to a number of United Nations Security Council resolutions that say that Iran’s nuclear weapons program is a threat to international peace and security. So the president is still on some kind of legal ground there, and I’m not a lawyer, but when he talks about regime change, absolutely, there’s nothing there to justify going that far. I mean, the American people, Congress have not signed up for that."
