Navy Sec. Phelan: ‘If You Don’t Control the Sea, You Are Not a Superpower’

PHELAN: “Look, I think the Navy and the Marine Corps both need to be fully funded. I expect to get that. The president has been pretty consistent. The one thing the president truly understands is in order to be a superpower, you need to have a Navy. If you don't control the sea, you're not a superpower. So to me, the reason America is a superpower, there's three reasons: There's the U.S. Navy, there's the U.S. dollar, and there's the American capitalist system and the American people.”
