    BROOKS: “Yes, I guess I would say a couple things. First, one of the crucial things holding down from back is that he — the president does not have the power to get rid of an agency that Congress has passed into law. And I think that’s going to be upheld in the courts. But if the government is closed, suddenly you’re giving him a way out. He could say, ‘I’m not shutting it down, I’m just furloughing, and I’m furloughing forever.’ And so it’s a loophole around that. And that’s the best defense against what Donald Trump is doing.
