DOUGHERTY: "Well, it depends on what he was trying to do with it. I think to the Europeans, obviously, it was a misstep and beyond because they‘re quite angry about it. Um, I think if, you know, if the vice president had given that speech in the United States, it wouldn‘t be a big deal because he‘s said that before. But the fact that he is at Munich, they are trying to work out some type of peace agreement to end a war, and which, by the way, includes Russia, the biggest violator, I would say, of human rights and the right to free speech in Europe right now, to say it in that context, I think was quite shocking."
