No, but he does have the accountability to ensure that the assets are in place, the training is done, the tabletop exercises are there. Any lack and gaps in that system are reported up to the state so they can kind of work with those cities and towns to make sure they have what they need. It’s really that simple. But when you're spending all your time worrying about running for president, all the time on the politics, none on the operations and management, this is exactly what happens."
