GANGEL: “Tip O’Neill wrote in his biography that Jimmy Carter and his group, they were amateurs who came to Washington with a chip on their shoulder. So this was something that, you know, in later years, Carter realized that he did need to schmooze and get to know people, but it wasn’t something he liked to do. One of his staffers had convinced him to invite some members of Congress over to play tennis one day. And when the tennis game was done, Jimmy Carter sort of curtly said goodbye and went back to work. And the staff were saying, no, you should have invited them in for a drink, that this is a town of relationships, but he was always his own man.”
