GILLIAM: "Well, when it comes to terrorism, they don’t really have standard operating procedures. I mean, they may have standardized tactics, but depending on who is guiding them and whether or not they decided to do this on their own or with a small group of people, they may decide to fly the flag. I mean, you do see them flying the flag overseas. You just don’t see them typically inside the United States when they carry out an attack around the country. So, that wasn’t so unusual for me. I think, though, what is unusual is the fact that tactics like vehicle attacks continue to be used more and more, but law enforcement and city officials don’t evolve with these tactics and change the way they defend things. They allow the criminals and the terrorists to get away with these things because they do not go past the 'That’s not the way we do it.'"
