    EXCERPT:

HERR: “We were aware of his — his campaign bid in some order of fashion, being that it was his first one. And he — and he consistently told us as fellow sergeant majors at the time that he was going to, you know, go on the deployment. You could hear as I remember him saying, you can count on us. And at the same time, having backroom conversations with other people, other entities inside the Minnesota National Guard to ensure that he could retire. He — he subverted the chain of command. He went around the chain of command. The brigade sergeant major had no clue. These are all important facts. And — and he did it to continually feather his own bed. That was the — that was the shameful part of it.”
