‘Let’s beat them at their own game’

GIDLEY: “You begin to beat them at their own game, and they're going to want to change it. So we have to understand that the rule exists in that state, that the local parties and the local advocacy organizations, the grassroots organizations, all the stakeholders need to get involved and say, 'All right, if this is the way we're going to play the game, let's play it. Don't violate any laws. But let's make sure we do it better than the other side.' And once you start beating them at it, I promise you, they're going to want to change the rules and tighten things up a little bit because it doesn't work to their advantage anymore.”
