MILLER: “But clearly, you cannot and you do not wear a foreign military uniform, regardless of whether they’re a partner or ally of the United States into the halls of Congress. You don’t do it. You also do not fly foreign flags within our halls of government. If you are a U.S. government official, you do not wear foreign flags. The only circumstance where you would, would be on a particular event with another head of state where you’re doing some maybe bilateral ceremony where it’s been done traditionally for many decades. But outside of very narrow circumstances, you do not wear foreign flags or foreign paraphernalia as an American government official.”
