BLACKBURN: "And Harris, people don't want this. You know, it's like with electric power generators and transformers. With the transformers, they're trying to change the rule on that and to make it what 2 percent more efficient in the long run. But think of how long it would take you to reap that cause. And people are so frustrated with this. They like their washing machine, they like their dishwasher. They like their water heater, and they don't want to go buy a new one because the federal government is forcing them to buy a new water heater."
