RAMSEY: "We know that they have very deep-seated problems in that department. The culture of that department needs radical change. A consent decree is going to help. But it’s got to go beyond a consent decree. They need strong leadership from the first line of supervision all the way up to the top. They have to take a serious look at the union contract. It’s very difficult to get rid of a bad police officer."
