Beto O’Rourke: Texas Will No Longer Arrest People for Marijuana Possession

O'ROURKE: "We're going to have a Texas that no longer incarcerates people for a possession of a substance that's legal in most of the rest of the country. We're going to legalize marijuana.

And because we know, because we know the disproportions in black and brown Texans who serve time for something that all Texans use in equal numbers, we will expunge the arrest records of those who have served time for possession in this state."
