MSNBC: Trump to Declare National Emergency Today

HEILEMANN: “If my math is right, I saw $6 billion there, $2.5 billion coming out of the Defense Department’s drug interdiction program which is what the wall is supposed to be about anyway to stop the drugs coming from across the Mexican border. So you’re actually going to take money out of the interdiction program that’s targeted on stopping drugs from coming across the border, the place where the majority of them come, which is not across the border but through points of entry. And then you have another $3.5 billion coming out of the Defense Department's military construction budget. Again, if this were actually going to go into effect and we ever had to live with it, it would be very interesting to see where those military bases are that are going to lose dollars out of the DOD’s military construction budget because I’d bet there are a bunch of places where if it were actually to happen, it would be a gargantuan political loser for the President."
SCARBOROUGH: "Yeah, $6 billion seized from the Pentagon, an awful lot from the MILCON budget. And again, good question, any time we had base realignment and closure process, you could see members of Congress, including myself, scramble. That would be a big political loser. But John Podhoretz, for Donald Trump, this is a no-lose situation. He gets to sign the funding bill to keep the government open and this is a fig leaf he can hold up so his talk radio handlers won’t be attacking him over the next couple days, even though he knows and he’s been told it will be overturned in the courts. He can then start running against the liberal court."
