HIRONO: "He’s made it pretty plain he’s not too happy with NATO. And when you piece together all of the different statements he’s made, we ask, 'Why is he doing this?' Well, this is why. It’s so not normal to have to ask, 'Whose side is the president on? Russia’s side or our side?'
