The majority of the population overwhelmingly thinks Americans have the right to determine who comes in from other countries. We don’t have that right, it is demonstrable. Isn’t this antidemocratic, the system we have now?”

    BURNS: “I don’t know that anyone is arguing that we have to take people in. This, Tucker, is a simple question of enforcing the laws we already have. If people like Barry Goldwater and Ronald Reagan and George W. Bush could make the distinction between an immigrant and a refugee, I think it is well within the capability of Congress and the president to make that same distinction today.”
