Now we understand what that means. It means, leaving vacant a lot of these very important civil service jobs of people who come to Washington in order to serve their country, in order to practice their profession and really actually not make that much money doing it, in favor of a lot of the corporate lobbyists who are now populating many of these agencies. You can go down the list whether it’s EPA or the Department of Education with Betsy DeVos bringing in a lot of these for-profit school advisers. That is what’s happening. Draining the swamp means hallowing out these institutions."
