The reason it's not illegal is because the money that the city is receiving from the federal government is still coming from the Obama budget. That budget does not have the string attached which says, 'You want our money? You will comply with ICE.' The President is going to continue to lose the sanctuary cities argument until his budget is adopted and until the budget says, 'If you want our money, you will comply with all federal laws.'"
