PETERS: "And I will agree with you, it has to happen. It should happen. And I guess from the previous comments, it’s true we support our military. We are the appropriators to make sure that they have the resources. But you just can’t write a blank check. To me, that’s not responsibility. That’s not really functioning as the Congress should, which is an oversight. And the Congress has the constitutional authority about putting the United States into war situations."
