HEMMER: "Are you giving this government a grade yet, the Republican majority? It sounds like you’re giving them a B."
ROVE: "No, I'm not even giving them that. B-/C+. Look, you've got to get these big things done that the American people expected him to do."
HEMMER: "You're talking about health care?"
ROVE: "Health care and tax reform. There’s a great piece today in 'The Wall Street Journal' by Fred Barnes in which he talks about how the Republicans lack a team spirit. Earlier on today you had Rand Paul who said, 'Well, this bill does not kill everything in ObamaCare. Well, if you take that attitude, then everything in ObamaCare is going to stay on the books. It gets rid of the mandates, taxes, it puts the exchanges in a better place, it has the biggest reform of Medicaid in the history of our country."
